the same tsunami as last year is shaken by a major quake. no tsunami threat. the latest information from japan just ahead. good morning and welcome to "news 4 today." i'm eun yang. >> and i'm richard jordan. december's off to an up and down start. we had warm temperatures earlier. now things cooled down. now we're heading back up. temperatures are warming up this morning. it looks like we're going to get even a bigger warmup for the weekend. big, big change coming your way for our saturday. today we're going to be stuck with the cloudiness and chilliness. not quite as cold as yesterday. yesterday we topped out in the mid-40s. today we're going to get upper 40s and low 50s. a little bit milder today. you're really going to notice the change on your saturday. temperatures tomorrow afternoon. low, perhaps even mid-60s, for a lucky few. it's a chilly and kind of a wet friday morning. temperatures in the upper 30s and low 40s right now. as you get ready to send the kiddos on out to the bus stops, prepare them for a little light

avenue in both directions, no problems at all. inner loop, outer loop, pretty clear. outer loop, ten minutes to get from i-95 to i-270, much better than yesterday's pineapple situation. i'm back in ten minutes. eun, over to you. >> that is an improvement. 6:02 now. breaking news. so far only a handful of injuries reported after a 7.3 earthquake shook northeast japan this morning. this is video from the city of sendai. just moments ago authorities lifted the tsunami warning. this all happened in the same place hit hard but a 9.0 quake in march of 2011. so far no reports of any damage. the owner of a bangladesh clothing company where 112 people were killed in a fire last month lost its fire safety certification in june. the owner told the associated press he was only authorized to build a three-story facility. he illegally expanded it to eight stories and was adding a

ninth floor at the time of the fire. despite the violation, the factory produced clothes for disney, walmart, and esears. the time is 6:02. we're waiting for the labor department to release november jobs report in just over two hours. economists are predicting that fewer over 200,000 jobs were created last month, in part because of sandy. they feel the unemployment rate will remain at 7.9%. they're also concerned that the fiscal cliff is keeping jobs from hiring. vice president joe biden will have lunch with a group of middle class americans. their taxes could sky rocket if congress and president obama don't reach an agreement on a budget by the end of the year. the white house has highlighted several middle class families' struggles in making the case for a deal. in syria tensioned at a boiling point between rebels and the government. syrian rebels have declared damascus international airport a military target, warning

civilians and airlines not to approach it. this comes as reports of the government preparing to use chemical weapons on the civilians there. since march of 2011, 40,000 people have been killed in the country's civil war. a u.s. capitol police officer is in the hospital this morning after being hit by a car. this happened around 8:30 last night around massachusetts avenue in northeast washington. we're told the officer was hit during a traffic stop. her condition has not been released. so far no charges have been filed against the driver. a video posted online is sparking an investigation of a metro bus driver. check it out. this video appears to show the driver holding and possibly even reading a newspaper behind the wheel. the rider who shot this video on unsuck d.c. metro posted it online. metro will start monitoring some of its employees next year, including bus drivers, to make sure they get enough sleep.

the transit agency will ask those who maintain buses and trains to log their sleep habits and wear a motion detecting advice. metro is trying to combat fatigue after a 2011 study found those worked longer hours than allowed and had no limit to the number of consecutive days they worked. metro is also concerned about late night shift workers who are most vulnerable to fatigue. county leaders say the pentagon never offered traffic solutions when it moved thousands of people to ft. belvoir and the marc center and neighboring alexandria. according to the washington examiner, the county wants more than 1 milli$1 million for road projects to ease congestion. county officials don't expect to get the total amount but would like to get something. the court could take up legal challenges to same-sex mar marriage. one is a review to proposition 8 that would legalize same-sex marriage in that state. the court does not say if it will review the case or not. today world war ii veterans

nationwide will commemorate the 71st anniversary of the attack on pearl harbor. there will be a memorial parade in waikiki. in new york, pearl harbor survivors will attend a wreath laying ceremony at the intrepid sea, air, and space museum. more than 2,100 americans died when the japanese bombed pearl harbor. ahead, the announcement from apple that could provide a welcome boost to the u.s. jobs market.

virginia, temperatures up in the low 40s about 10:30 this morning. peek or two of sunshine and maybe a little rain drop here and there. rainfall amounts are going to be really light. only a couple hundredths inches of rain. should be dry for the drive home and for any friday night activities going out to the movies or out to dinner. should be generally dry for that. no major complaints. there you can see on the storm team 4 radar, raindrops in the city of fairfax and even showers up towards frederick, maryland, up towards upperville, virginia, as well. we're keeping a close eye. today's high temperatures mainly in the upper 40s and low 50s. we'll talk more about the weekend in just a few minutes. danella? >> right now, tracking breaking news in potomac, maryland, have a crash in the intersection of seven locks road and montrose road. police are on the scene. one car here just off to the side. and another car facing the wrong direction. watching this intersection, you are able to semi work your way around if you're traveling northbound seven locks road.

i'm melissa mollet at the live desk. venezuelan tv is showing president hugo chavez returning from cuba african certify treatme -- after cancer treatment there. this is his public video since november 13th. he's had three cancer surgeries there since 2011. >> it was really just a matter of time before speculation started swirling about a new iphone. the website e-trade supply published this supposedly leaked photo of what they're calling the iphone 5s. it's all speculation at this point. apple is not commenting. good news this morning for

t-mobile customers who have had their eye on an iphone. t-mobile announced they'll start carrying apple products next year. they're the fourth major carrier to sell iphones and ipads. next year apple will be able to officially put made in america on one of their products. ceo tim cook tells brian williams in an exclusive interview that the company plans to make one of its existing mac products in the u.s. next year although he didn't specify which product or where. over the years apple has become famous for making its products overseas, most notably, china. cook says it's time to make a change. >> this project i've talked about where we do a mac in the united states next year, this is a really good other step for us. the consumer electronics world was really never here. it's not a matter of bringing it back. it's a matter of starting it hire. >> you can see more of the interview on rock center with brian williams tonight at 10:00 right here on nbc 4 followed by

news 4 at 11:00. 6:16. president obama is speaking out against ongoing unrest in egypt. the white house reports the president has called egyptian president mohamed morsi to express concern about recent protests that have resulted in numerous deaths and injuries, calling the violence unacceptable. president obama did welcome morsi's calls for talks with opposition leaders. this comes after a violent week in cairo. on wednesday night, six were killed and nearly 700 injured in protests outside morsi's palace. north korea may set off a long range rocket as early as this monday. that's according to media reports in south korea. the rocket is reportedly being fueled, but satellite images show that heavy snowfall may be slowing down preparations. north korea says it wants to launch what it calls a peaceful satellite sometime before september 22nd. the u.s. believes the rocket is a cover test missile technology. this morning emergency teams are looking for survivors after a typhoon hit the philippines. more than 400 people are believed to be missing. the powerful typhoon battered

the country back on tuesday, killing 500 people. evacuation centers are packed with thousands who lost their homes. the philippines government and volunteer groups are rushing in emergency food and supplies. we should know in the next day or two whether software company founder john mcafee will have to return to belize to answer questions about his neighbor's murder. right now mcafee is in custody in guatemala, where he was arrested earlier in the week for entering the country illegally. his lawyers have filed an emergency appeal to keep him from leaving guatemala. mcafee claims his life is in danger in belize because he has danger with political corruption. time is 6:18. the news is getting worse for hockey fans. after three days of progress, the nhl season is back on thin ice. all week players and owners seem to be moving toward resolving the now 83-day long lockout, but after meeting for just an hour yesterday and an upbeat press conference from the players union, the mood is once again

hill will continue her hoops career next year at howard university. way to go. congrats. the national christmas tree is shining bright this morning after a star studded lighting ceremony. >> three. two. one. ♪ >> 17,000 people gathered on the south lawn of the white house last night to watch the first family light up the giant blue spruce. the celebration featured musical guests starting with kenny "babyface" edmonds and ending with james taylor. mrs. obama read the night before christmas with "modern family" star rico rodriguez. president obama told the crowd he hopes the season reminds us all of the spirit of brotherhood. someone else at the white house is getting into the holiday spirit. bo, the first family's dog is taking center stage on the white house christmas card. this is a painting of bo done by artist larassa kabel. this came after the white house invited artists across the country to submit their work for consideration.

i'm still following the accident in potomac, maryland, as you're making the commute along seven locks road at montrose. crash still an active accident scene in this intersection. if you want to avoid it all together, instead of taking seven locks, take falls road, even i-270 at montrose. nice and clear if you want to continue the commute north or southbound. you can work your way around the accident if you use caution. chopper 4, 66 eastbound at 50, you can see a crash just along the right side here. blocking that right merge lane. just be aware. and delays, you are starting to see them increase as you make your way on 66 really at 50. heavy on the brakes in this area. once you pass 50 and continue towards nutley and the beltway, you're clear. back over to you both. >> is danella, thank you. 6:11 is the time now. the key member of the president's staff making a big change to his appearance.

is raising concerns over potentially embarrassing scenarios. the photo sync application will potentially upload any photo you take with your smart phone on facebook. they upload them to a private photo gallery only you can see. data doctors recommends facebook users automatically disable the photo sync feature if you're worried about sensitive photos ending up online. cable companies have agreed to changes that will save $1.5 billion a year in electric bills. 90% of the new cable boxes purchased after 2013 will meet epa efficiency levels. for around 10 million existing dvrs, cable providers will begin pushing sleepcapabilities. the companies involved include comcast, cable vision, directv, dish, time warner cable, cox, and verizon. it is now 6:26. still ahead this morning, a blockbuster trade. what d.c. is willing to give up to bring the redskins back. a car facing the wrong way as you travel along seven locks road at montrose road. very light volume in the area. you can work your way around the accident, but just use caution. chopper 4 over slick roads here. i-66 eastbound and a crash on the right shoulder here. police are on the scene. it is partially plok blocking the lane as you move on to 50. if you're traveling 66, keep in mind seeing unusually high volume around 50, especially for a friday, because of that accident. 395 at duke, heavy on the brakes here northbound. these delays continue to about seminary road. from seminary road heading to the 14th street bridge, you are clear. southbound, no issues at all. i'm back in ten. eun, over to you. >> danella, thank you. 6:32 now. this morning d.c. mayor vincent gray will announce a flood

prevention plan for bloomingdale. this comes after flash floods swamp the neighborhood t would put storage tanks at the former mcmillan sand filtration plant capable of holding 3 million gallons of water each. crews will dig a six block tunnel under first street that could store 6 million gallons of storm water. we will likely have to wait at least another week to find out who will represent one prince george's county district in the maryland general assembly. the federal court issued a stay on the judge's decision in the battle over the seat. that means community activist greg hall is still the nominee. tiffany alston was removed from the general assembly, accused of stealing money. alston still claims she should keep her seat. the accident happened on northwest circle saturday night. the bicyclist got upset when the

driver cut him off and hit the mirror. the driver got out and tried to confront the bicyclist but got stabbed in the ribs. the driver is expected to be okay. police are looking for the bicyclist. take a look at these surveillance pictures from george washington university. police are looking for two women responsible for a string of burglaries inside the residence hall. the women went inside five dorm rooms and stole laptops. call campus police if you recognize these two women. one person is in police custody in connection with a deadly shooting. that shooting happened around 8:15 p.m. ain an apartment along 18th street northwest. the woman was taken to a hospital where she later died. police took one person into custody. they're not releasing details about his relationship to the victim or a motive in the case. right now at 6:34, police in montgomery county need your help finding a missing man who possibly spent the night in the cold. he is 34-year-old eric olson. his family says he takes medication but doesn't have it

with him. olson was last seen yesterday afternoon outside his home on deer lake road in derwood. he had on a blue winter coat and dark blue sweat pants. if you see this man, call police right away. last call will soon be a thing of the past in maryland casinos. casinos will be allowed to stay open 24 hours a day starting december 27th. they have been forced to close at 4:00 on weekends and 2:00 during the week. that's one of several changes voters approved last month with the passage of question 7. casinos plan on adding table games sometime next spring. a commission must first approve regulations for those games. if children from virginia seem particularly loquacious, verbose, or erudite. fourth and sixth graders in the commonwealth had some of the highest scores on national reading tests. only fourth grade students in massachusetts did better than the students.

wheelchair fell off the metro tracks. take a look. you can see a woman get off the elevator at the eastern market station in july. that's when she says her motorized wheelchair malfunctioned. you can see her falling from the platform onto the tracks. the woman says her right arm and legs were injured in the fall. the rider called metro to install guard rails to prevent a similar incident. metro says that could cause a triple hazard for other riders. a video of a metro bus driver seemingly seen reading behind the wheel is sparking an investigation. the video appears to show the driver holding and possibly reading a newspaper while driving. they say the driver had the newspaper in his hand for a long stretch of that route. your next car may likely have a black box recorder in it. the national highway traffic

safety administration is expected to publish rules to put them in all new cars and trucks. it automatically records the actions of the driver and the car's response in a continuous loop. they can use the box to determine the cause of crashes. but privacy advocates say the box is intrusive and can be misused. a capitol police officer is in the hospital after being hit by a car. it happened around 8:30 on massachusetts avenue in northeast d.c. we're told the officer was hit during a trafblling stop. her condition has not been released. this morning a gaithersburg family is worried a pack of wild animals will strike again. coyotes or possibly wild dogs killed several sheep on the family farm off woodfield road. this is the second incident like this in two weeks. the family now fears the animals could also attack a person or even a child.

several people are hurt as a 7.3 earthquake hit off the coast of japan this morning. this all happened near the city of sendai. that is the same place that was hit hard by a 9.0 quake in march of 2011. no reports of any damage, and the reported injuries appear to be non-life threatening. u.s. warships are now heading towards north korea. this is prior, of course, to a planned rocket launch there. the ships are equipped with advanced radar and missile defense systems. the communist state wants to launch a satellite into orbit, allegedly using technology banned by the united nations. at the live desk, melissa mollet, news 4. the owner of a bangladesh clothing factory where over 100 people were killed in a fire last june lost his fire certification in june.

he was only allowed to build a three-story facility. he illegally expanded it to eight floors and was adding a ninth. this morning civilians in syria are being warned not to go to the country's airport. the military is targeting damascus airport, saying civilians and airlines should not go near it. this comes as the world watches to see if the government uses chemical weapons on its own civilians. since march of last year, 40,000 people have been killed in the ongoing violence. today the supreme court could announce if it will take up challenges to same-sex marriage. there are ten cases pending. the justices are expected to review california's proposition 8, which bans same-sex marriage in that state. this is the last weekly conferences before the court before its holiday recess. if the judges don't make a decision on same-sex marriage cases today, they'll consider how to proceed in january. 6:46. south carolina's governor will decide who will replace jim demint in the senate.

the republican stunned his colleagues yesterday by announcing he's stepping down to head the conservative think tank, the heritage foundation. even his colleague from south carolina was surprised. senator lindsey graham says he never saw demint's resignation coming. demint has been one of the most vocal leaders of the tea party movement. perhaps stephen colbert has his eyes on the senate seat. a colbert for senate twitter account popped up. the first tweet, ready for duty, south carolina. colbert was raised in charleston, south carolina. new today, the white house just announced vice president joe biden will reach out to some people who could be hurt the most if we plunge off the fiscal cliff. he'll have lunch with a group of middle class americans. their taxes could sky rocket if congress and budget by the end of the year. the white house has highlighted several middle l class famili familiar -- families' struggles

in making a case for the deal. cnbc's kayla is live with that and more. good morning. >> good morning, eun. investors are waiting that big economic report of the day. the november jobs report due out before the opening bell, and hurricane sandy is expected to have made a big dent last month as the storm slammed into the east coast. forecast called for just 80,000 jobs to have been added to payrolls. that's versus 171,000 in october. that would be the smallest growth in five months. snap back is expected in december and unemployment holding steady at 7.9%. and "the washington post" is considering a pay wall for its website. it's one of the last national newspapers to hold off on such a move. the post will likely implement a metered pay wall, meaning people can read a limited number of articles a month for free before they're chanrged a subscription fee. the move is expected next summer along with newsstand prices.

backup on i-270 as you make your way southbound from germantown. it is a slow trip. as you can see, chopper 4 is panning out to show you the delays. let's head over to potomac at the intersection of seven locks road and montrose road. this crash is just about wrapped up. tow truck had the vehicle just loaded on the back. hopefully, it should be clearing soon. you can get by in the intersection. you should use caution. we'll talk delays. very slow at fairfax county parkway. very heavy on the brakes. east and westbound, no accidents. eastbound will take you 19 minutes. your average speed 31 miles per hour fairfax county parkway to get to the beltway. starting at 7:00 tonight, five metro stations will shut down for the weekend, takoma, silver spring, forest glen, wheaton, and glenmont will close down for repairs. all that work should wrap up in time for monday morning's commute. 6:53. metro will start monitoring some

of its employees next year to make sure they get enough sleep. the transit system will ask those who operate and maintain buses and ins ttrains to log th sleep habits and wear a motion detecting device. metro is trying to combat fatigue after a motion study found some drivers had no limit to the amount of consecutive days they work. metro is also concerned about late night shift workers most vulnerable to fatigue. virginia wants uncle sam to foot the bill for congestion. according to the washington examiner, the county is looking for more than $1 billion from the government. county officials don't expect to get that total amount. the redskins are used to making trades, but this morning the team finds itself as part of a proposed trade with the fbi. news 4 has learned that d.c. city leaders are proposing an unusual trade. they'll support the fbi moving its headquarters to prince george's county if the skins move back to washington.

the fbi wants to leave its current facility in downtown d.c. >> the idea of a switch for the fbi moving to prince george's county and, say, the redskins moving back to the city in a brand new stadium at rfk would be something i would certainly be interested in. >> prince george's county would have to let the redskins break their lease at fedex field to move. county executive rushern baker says he isn't discussing the proposed trade. 6:55 now. imagine a football game starting without a kickoff. imagine a game without a kickoff at all. the nfl is considering the idea. the league's competition committee will look at doing away with kickoffs during the off-season. teams would get the ball at their own 30 yard line in a fourth and 15 situation. they could punt the ball away or try to go for it. that would replace the onside kick. kickoffs are considered among the most dangerous plays in football. let us know what you think about this idea on the news 4 today
